When someone taps the side of their nose twice they are indicating that they know something that you know. It is an unspoken tip that they share a secret with you. Sometimes it additionally means you should be cautious or remain silent about the subject at hand so as not to reveal your knowledge. The british say "mums the word ". Usually when some one pretends to quickly lick their thumb, it indicates money is about to be counted, or they are about to discuss cash. Fingers are often moistened to separate and accurately count stacks of paper (like bills) so that they do not accidentally stick together. Sounds like you are seeing something else with a thumb gesture used to indicate sex in some manner... Good luck.
